Oh ok... I've travelled a lot but I found that in the US and European countries it is far less pronounced than Asian countries. Well may be in Tourist centers it is more because of the anonimity it offers. But again you have not mentioned the nature of the event that happened. May be we can deduce something out of it if we know it.
In comparision it is assumed that it is less harsh..but things must be seen in their cultural context.
the train incident in paris could have happened anywhere and whether it is delhi or patna or london or paris...it is still a violation..still causing a shock.
oh yes, it can happen in the metro. and also on its streets. i was accosted by three men in a car, the way they do it in Delhi, near Châtelet. it was around 2 in the morning and i was walking to the bus stop (with my partner and another couple). and i have to say that, as a woman, Paris reminds you of India than say, a city like Munich where I am based currently.

'Eve Teasing' in India is considered a joke or prank. Blank Noise is a public and participatory arts project that seeks to explore street dynamics and recognize 'eve teasing' as street sexual harassment or violence.
Blank Noise is a public and participatory arts project begun in August 2003 with a small group of 9 participants. Conceived as a personal reaction to street sexual harassment, the project has grown through workshops and local volunteers to a five-city, hundred-plus volunteer project that seeks to address street sexual violence through dialogue made possible as a result of sustained public interventions.
